Police are refusing to register my complaint

I gave a written complaint at the police station, but the police have not registered an FIR. What legal remedy is available?
Answer:
Keep a copy of the complaint and proof of submission. Where the complaint discloses a cognizable offence, the complainant may submit the complaint to the higher police authority. If no effective action is taken, an appropriate petition may be filed before the jurisdictional Magistrate seeking investigation in accordance with law. The exact remedy depends on the allegations, supporting documents and whether the matter is civil, criminal or a combination of both.
